The lockout allows powered devices to go through their proper power­up sequence. During that power­up sequence, those devices can indicate varying states to the translator. The lockout phase allows the translator to ignore those variations so that there is consistency in the translator response when the installer starts doing the installation. The lockout is indicated by alternately flashing green and red LEDs. When the flashing ends, that means the lockout is over.
